Arthur is a past student of the Antigua Grammar School which he attended from 1976 to 1982. In 1986, he began reading law at the University of the West Indies, Cavehill Campus, Bridgetown, Barbados from where he graduated in 1989 with a Bachelor of Laws Degree, Upper Second Class Honours. From 1989 to 1991, he attended the Norman Manley Law School, Kingston, Jamaica where he completed the Legal Education Certificate - the regional professional certification. He was called to the Bar in Antigua in 1991 and is a member of the Bars of St. Lucia and Dominica. He has for the past 18 years been engaged in private legal practice in the areas of corporate and commercial law with a strong emphasis on international business and international taxation and gaming law. He holds a Masters Degree in Law in International Taxation from Regent University, Virginia, USA. Arthur is the founder of insurance company – First Domestic Industry and Commerce insurance Company Limited; has held three constitutional appointments; has served as a member of several statutory and private boards; is a Justice of the Peace and Notary Public; Past Vice President of the Antigua Bar Association, Past President of the Rotary Club of Antigua, a member of the International Masters of Gaming Law (IMGL) and the International Association of Gaming Attorneys (IAGA). He is the Honorary Consul to the Czech Republic in Antigua and Barbuda. He gives of himself freely in service to humanity in general and his community in particular. He is happily married to Rhonda-Sealey Thomas, a distinguished medical doctor, and is the proud father of three sons: Arthur – 14 years old, Brandon 12 years old and Ethan 3 years old.
